The Simipour (059/BW-P) promo card is tied to the release of the CD single for “Can You Name All the Pokémon? BW?” (ポケモン言えるかな？BW), which served as an ending theme for the Pokémon Black & White anime series. The CD single was released in Japan on June 22, 2011, priced at 1,155 yen. Simipour (059/BW-P) was one of a trio of promotional cards included as a purchase inclusion bonus (初回封入特典) inside the CD package.

The official announcement stated that the promo cards were restricted strictly to the first-run pressing/initial production (初回生産分 / 初回封入特典) of the CD (catalog number ZMCP-7132) and would no longer be included once those initial copies sold out.
Alongside Simipour, the other two Unova elemental monkeys were included as promos from the same campaign:
- Simisear (058/BW-P)

Because it was restricted to a single CD release window in mid-2011 rather than being widely distributed at large-scale events or tournaments, its supply was inherently capped by how many copies of the CD sold during its initial window. While it is not considered an ultra-scarce trophy card, finding copies in good condition today can still be a challenge because they were physically packed inside a music CD package.
